The inferno was started cot event without approval and the admin also did a rule break I have done forum for that so please take action because they started the event please give me justice

If you feel the administrator has broken any rule, feel free to file a complaint in the complaint section against administration

A gang can start capture if it's correct in the correct time, approval can be delayed sometimes by the crime curators to comply with the Capture Rule 2.13

However if there were rule breaks other than this done by Los Nomadas or any one else, feel free to make another complaint with proper proofs and explanation.
