This is a long video to give the admin(s) an idea of how these three guys kept provoking us Army officers at the base. The entire area you see in the video is considered our base but from the gate (fence) area are our yellow and red zones. They kept diving in and out of these areas.

Had an admin say a similar thing as you said but he got rejected by the Chief. It's in the General Rules so therefore, it applies to everyone, all players. There is nowhere in the General Rules that says that it doesn't apply to the government, especially the Army. Provoking is a game break. That's like saying, "You can't apply for DM because you're supposed to keep the base safe." It's the General Rule. It does not give exceptions to certain players. Play by the rules, my friend, so that we all can enjoy this game.
